Decisions they didn&#8217;t like.<\/p>\n<p>They chose to act in secret, through anonymity and stealth, rather than through open, democratic and public processes.<\/p>\n<p>Using\u00a0biased media,\u00a0gossipers with their own agendas, sycophant bloggers, protests, ambitious candidates\u00a0mouthing righteous platitudes, and virulent social media campaigning, they alleged corruption by local public officials.<\/p>\n<p>The OPP must have been mortified at having to investigate a clearly politically-motivated, baseless complaint.<\/p>\n<p>But the law is the law, and the OPP is required to investigate any complaint. The\u00a0police\u00a0talked to people. They examined bank accounts, businesses. They interviewed\u00a0town staff and collected records. In 36 months, nothing has been uncovered to incriminate anyone. <em>Nothing.<\/em><\/p>\n<p>In the last 36 months, the police <strong>never once<\/strong> confirmed publicly that corruption was the subject of <em>any\u00a0<\/em>investigation here. In fact, the police have <strong>never confirmed<\/strong> who or what was under investigation, although they did admit they were investigating <em>something<\/em>. Any other claims about individuals or items under investigation are simply lies.<\/p>\n<p>That <em>something <\/em>might have been\u00a0the complainants themselves: under investigation for malicious intentions to do criminal mischief. For costing the taxpayer hundreds of thousands, maybe millions of dollars to pursue their personal agendas. Taxpayers paid dearly for their schadenfreude.<\/p>\n<p>By now you, too, understand\u00a0this was just dirty politics. By now you know there was never anything behind the allegations aside from maliciousness, spite and envy. They\u00a0tarnished\u00a0the good reputation of this town without the smallest twinge of guilt.<\/p>\n<p><!--more--><\/p>\n<p>Some of the people involved\u00a0were angry because the former council chose not to build the proposed, and unaffordable, $35 million recreation centre \u00a0&#8211; the &#8216;Taj Mahal&#8217; at Central Park &#8211; and turn its operation over to the YMCA. Instead, council\u00a0chose a more modest &#8211; but very successful -option\u00a0to answer the community&#8217;s recreational needs: a new arena and a covered, year-round pool, both town owned and operated, and done <em>without raising taxes.<\/em><\/p>\n<p>What that\u00a0<em>did<\/em> raise, however, was the ire of those who championed the Y-controlled-town-financed facility, as well as that of those who proposed an alternate plan that\u00a0put the town deep in debt to private sector developers.<\/p>\n<p>Rumours persist that those most upset\u00a0had been promised jobs and\/or commissions if council could be convinced. That has not been proven, but remains a persistent backstory.<\/p>\n<p>Surely the OPP investigated\u00a0that as a motive for the complaint, too.<\/p>\n<p>Infuriated at the decision, this group\u00a0began a vendetta against those staff and politicians who participated in the decision, which continues to this day (and I believe is the reason behind council&#8217;s current assault on Collus\/Powerstream).<\/p>\n<p>From summer 2013 on, we witnessed a\u00a0vicious, coordinated campaign to discredit and defame members of the former council through gossip, rumour, whispers, allegations, and outright lies. <em>And it worked<\/em>. People were fooled.<\/p>\n<p><em>But not now<\/em>. After three years, people know they were hoaxed, and many know by whom.<\/p>\n<p>In early 2014 came the inevitable\u00a0flurry of candidates running\u00a0for municipal office on the &#8220;stop corruption&#8221; bandwagon. Some local media sided with them to help promote their ideological agendas and endorse them. Some still do.<\/p>\n<p>Despite the campaign of misinformation, 36 months later, the alleged miscreants remain at large: <strong>none<\/strong> have been\u00a0arrested, <strong>none<\/strong> have been charged. <strong>None\u00a0<\/strong>have even been interviewed by the OPP.<\/p>\n<p><strong>None<\/strong>.<\/p>\n<p><strong>Not one\u00a0single thing<\/strong> has been reported by police to support even one of the lies, rumours, or allegations.<\/p>\n<p>Let me reiterate <a href=\"https:\/\/ianchadwick.com\/blog\/the-opp-investigation\/\" target=\"_blank\">what I wrote in 2014<\/a>. Here\u00a0are twelve things\u00a0we know for sure:<\/p>\n<ol>\n<li>Approximately 36 months ago,\u00a0one or more\u00a0persons went to\u00a0the police and\u00a0and filed one or more\u00a0formal complaints to the OPP.<\/li>\n<li>The police, as required by law, opened an investigation.<\/li>\n<li>To date, in the last 36 months, the police have <em>not <\/em>interviewed the Mayor, former Deputy mayor, Councillors Lloyd and Edwards, nor former councillors Cunningham, West or myself in all that time. That&#8217;s seven out of nine members of the former council.<\/li>\n<li>Police have not once publicly identified <em>any<\/em>\u00a0<em>or all\u00a0<\/em>of these seven people as subjects of <em>any<\/em> investigation.<\/li>\n<li>After 36 months, <em>no one<\/em> has been charged with anything.\u00a0No one has gone to jail. No one has been in court.<\/li>\n<li>No evidence\u00a0of <em>any<\/em> wrongdoing has been made public by the police.<\/li>\n<li>Nothing wrong, untoward, illegal or even inappropriate by these people has even been suggested publicly by the police.<\/li>\n<li>The CBC reporter who first broadcast this story did <em>not<\/em> confirm any details of his story with the OPP, even who was under\u00a0investigation, and simply broadcast unfounded allegations made by his &#8220;anonymous&#8221; local sources.<\/li>\n<li>Local media did <em>not<\/em> confirm any of these details or allegations with police, either, just parroted the same material, in some cases to aid\u00a0their friends&#8217; political campaigns.<\/li>\n<li>The CBC reported that <a href=\"http:\/\/www.theenterprisebulletin.com\/2013\/03\/20\/grain-terminal-sale-goes-ahead\" target=\"_blank\">one person on the former council<\/a> complained\u00a0to the police. That person was not named in the broadcast. Eight out of nine members of that council told local\u00a0media that they were <em>not<\/em> the person responsible for going to police. The ninth said his lawyer said not to comment.<\/li>\n<li>The police have not made any public statements providing\u00a0any\u00a0details of the investigation in 36 months. Three years!<\/li>\n<li>The police are competent enough to know when dirty politics are presented to them.<\/li>\n<\/ol>\n<p>Here&#8217;s what we <em>don&#8217;t<\/em> know:<\/p>\n<ol>\n<li><em>What<\/em> the police are or were investigating\u00a0(the police, to date, refuse to divulge this information).<\/li>\n<li><em>Who<\/em> the police are or were investigating\u00a0(the police refuse to divulge this information).<\/li>\n<li><em>What<\/em> <em>allegations\u00a0<\/em>have been made\u00a0(the police refuse to divulge this information).<\/li>\n<li><em>When<\/em> the police will issue a public report on the investigation.<\/li>\n<\/ol>\n<p>Those are all the facts, all we know. <em>Period<\/em>.<\/p>\n<p>Anything else that you read or hear about the investigation\u00a0&#8211; especially on local blogs or columns in the paper &#8211; is simply self-serving bullshit.<\/p>\n<p>The police <strong>don&#8217;t<\/strong> give the details of their ongoing investigations out: not to the public, not to media, and certainly not to unemployed troglodytes living off their spouse&#8217;s income in their in-laws&#8217; basement, no matter how important they pretend to be.<\/p>\n<p>Two members of the former council claimed publicly to have been interviewed by police. So did a former mayor and a local blogger. No one has yet\u00a0verified if they were <em>actually<\/em> interviewed, why the police would pick them or even if they themselves were subjects of the investigation.<\/p>\n<p>So what&#8217;s next? <em><strong>Nothing.<\/strong><\/em> Why? Because\u00a0<strong>no one on the former council did anything wrong<\/strong>.\u00a0If\u00a0anyone had done something illegal, he or she would have been charged long ago.<\/p>\n<p>The only ones guilty of anything are those who filed the complaints and put this community through so much uncertainty and grief simply to further their own petty political goals.<\/p>\n<p>There never was any\u00a0basis for any charge of any sort. Simply because someone doesn&#8217;t like what council does, simply because someone doesn&#8217;t like the way a decision was made, or the way a vote went, doesn&#8217;t understand the procedures, or didn&#8217;t like losing a fat commission or a promised job, doesn&#8217;t mean what council did\u00a0was wrong, illegal, immoral or improper.<strong>\u00a0<\/strong><\/p>\n<p><strong>Everything done by the former\u00a0council and its staff was\u00a0above-board, open and transparent, completely legal and democratic<\/strong>. It was overseen by competent staff and lawyers. The chosen option was recommended by staff.
